Thomas Black is the Associate Vice-Provost for Student Affairs and University Registrar at Stanford University.  He has worked in higher education for over 35 years in various administrative positions including the registrar offices of the University of Chicago, Duke University and the University of North Carolina at Chapel Hill.  He’s an honorary member of the Southern Association of Collegiate Registrars and Admissions Officers and the Carolinas Association of Collegiate Registrars, and he frequently presents at the American Association of Collegiate Registrars and Admissions Officers national conferences. Tom has served as a member of the National Student Clearinghouse Advisory Board.  Perfecting the electronic transcript and its safe delivery via the Internet is Tom’s ongoing work.   He’s also interested in increasing the exchange of student data using national standards while ensuring only authorized access to that information. Tom received his B.A. and M. Ed. degrees from Penn State University.

Henry Decock is the Principal Researcher at the Centre for Research in Student Mobility and the Associate Vice-President, Academic Partnerships. He has been working at Seneca College since 1987. He Holds a PhD in Higher Education from the Ontario Institute of Studies in Education/University of Toronto, MA in Sociology from York, and a BA in Sociology and Politics from the University of Western Ontario.

Joanne Duklas is a long serving member in the higher education field who has served for over two decades as a strategic marketing and recruitment professional. She is a seasoned administrator and passionate supporter of student success and mobility and has led significant portfolios in the postsecondary arena such as a registrar and assistant vice president. She is currently a consultant and researcher focused on advancing next generation practices in support of student mobility.

Joanne’s external committee involvement has included serving as chair and president of Canadian provincial and national associations such as the national Association of Registrars of the Universities and Colleges of Canada (ARUCC), the Ontario University Council on Admissions (OUCA), and the Ontario University Registrars’ Association. She has been formally recognized by her peers both at the national and provincial level and granted honorary status within OURA and ARUCC for her efforts. Her career includes extensive exposure to local, national and international contexts as a result of increasing leadership roles in the sector. Joanne is also a published researcher and has served as a primary investigator and author of national and provincial research studies on enrolment services best practice.

Robin Fisher is the Chair of the Alberta Council on Admissions and Transfer and has also served on the CATs in British Columbia and Saskatchewan. His PhD in history is from the University of British Columbia and he has published on the history of the Pacific and British Columbia. His administrative career culminated as Provost and Vice Preseident Academic at Mount Royal University.

John FitzGibbon is BCCAT Associate Director responsible for Transfer and Articulation. Before coming to BCCAT he managed a number of secondary and post-secondary education projects in the West Bank and Gaza Strip, Egypt, and Jordan. He also worked in a variety of administrative positions related to secondary and post-secondary education in BC in the areas of career pathways, provincial articulation, PLAR, student outcomes, curriculum and program development, and information reporting. He also taught in both the secondary and post-secondary systems in the province. John holds an MA in Curriculum Studies from UVIC.

Ann Marie Lyseng is the Senior Manager for the Alberta Council on Admissions and Transfer (ACAT) Secretariat and Learner Pathways within Alberta Innovation and Advanced Education. Ann Marie has a Master of Education in Educational Administration and Leadership from the University of Alberta, and has worked as a secondary and post-secondary instructor in Alberta and for Alberta Education as a Senior Manager in assessment and curriculum, including English Language Arts, Social Studies/Social Sciences, and Knowledge & Employability.

Grant MacTavish (B. Ed. (V/Tech) M. Ed.) is the Coordinator of the Saskatchewan Polytechnic Recogniation of Prior Learning (RPL) Office. Grant has been involved in adult education since 1983. His expertise extends from; industrial instructor, curriculum developer, continuing education consultant, international projects coordinator to his current role as coordinator of RPL at SIAST. Grant’s involvement in RPL has involved; managing the Saskatchewan Labour Force Development Board’s Provincial PLAR Services project; working with partners to develop RPL processes for industry associations; introducing the concept of RPL to institutional partners in both Ukraine and Vietnam; member of the CICAN – Recognition of Learning Coordinating Committee; presented at eight CAPLA conferences; and currently sits as a member of the executive of PCCAT. As the coordinator of RPL, Grant is responsible for PLAR and Transfer Credit at Saskatchewan Polytechnic. Transfer credit support has increased at SIAST under Grant’s leadership and has been further enhanced by the development of the Guide to Transfer Credit @ SIAST. Building capacity for the delivery of Dual Credit at Saskatchewan Polytechnic has been Grant’s latest initiative.

Ursula McCloy manages the range of research being produced at the centre. Previously, she has lead projects with Ontario Colleges funded by MTCU’s Productivity and Innovation Fund, has served as Research Director at the Higher Education Quality Council of Ontario, and a Research Officer at Colleges Ontario. She has a PhD in Nutritional Science from the University of Toronto, and master’s and undergraduate degrees from Memorial University. She also completed post doctorate work at the University of Manitoba.

Dr. Karen McDaniel is the Articulation Coordinator at SAIT Polytechnic in Calgary, AB. She has many years of education experience as a teacher, academic and administrator. Her doctorate is in curriculum and instruction from the University of Calgary. Become joining SAIT, she was the Director of Undergraduate Teacher Education at Eastern Washington University in Cheney, WA.

Veronika Mogyorody is Assistant Provost, Academic Architectural Advisor for the University of Windsor and is involved with the oversight of the design/construction process for new academic buildings. She is trained as an architect and urban designer, and has worked on projects associated with enhanced learning environments. She is an Associate Professor in the School of Creative Arts (SoCA) and Coordinator of Visual Arts and the Built Environment [VABE], an interdisciplinary program between SoCA (Windsor, ON) and the School of Architecture at the University of Detroit Mercy (Detroit, MI). Her research has focused on higher education learning spaces, environmentally responsible design, and the shift towards sustainable practices and building construction.

Mitchell Steffler is a Research analyst at the centre. He was formerly a Data Analyst at the Public Economics Data Analysis Lab in McMaster University. He holds a MA in Economic Policy from McMaster University and a Bachelor of Arts degree in Economics from Wilfrid Laurier University.

Anna Tikina is BCCAT's Research Officer. She has strong skills in research and policy analysis, project management experience in academic and industrial settings, and familiarity with institutional research in the B.C. postsecondary system to her work at BCCAT. Anna holds a Masters’ from Yale University and a Ph.D. from University of British Columbia. She also holds an undergraduate degree in Education. Anna conducts research, and supports and manages research projects undertaken by external researchers for Council.

Cathy van Soest is Manager, Student Data Services at BCcampus. She facilitates the on-going development and implementation of online student services with B.C. post-secondary institutions including CoursesBC, MyCreditsBC, and TranscriptsBC. Cathy has worked in both the post-secondary and K-12 sectors and has a background in open learning, education technology and international education.

Leisa Wellsman joined the Ontario Universities’ Application Centre (OUAC) in 1996 and is currently Manager of Applicant Services. She has been involved with electronic transcript exchange since 1998, and manages the operational side of the OUAC’s electronic transcript business. Leisa currently co-chairs the Canadian PESC User Group.

Philip Belanger
Executive Director, NBCAT

Originally from Ottawa, ON, Philip Bélanger has served the government of New Brunswick since 1979, with a strong background in education and training, project development, management and consulting. In 2004 Philip took on the responsibility of Immigration Settlement and Multiculturalism within the department of Post Secondary Education, Training and Labour (PETL), with much implication in credentialing. In December, 2006 he joined the Council of Atlantic Ministers of Education and Training (CAMET) on a secondment agreement, for the development of an Atlantic Centre for International Credentials and Competency Assessment and Recognition. With his deep involvement in credentialing Philip was approached by PETL to develop a provincial long-term operational structure to facilitate credit transfer and prior learning assessment and recognition (PLAR) in NB, which lead to the establishment of a New Brunswick Council on Articulations and Transfer (NBCAT). Officially founded in 2010, Philip was appointed Executive Director of NBCAT.

Dr. Robert Fleming
Executive Director & Co-chair BC Council on Admissions and Transfer

Prior to being appointed BCCAT Executive Director and Co-chair in 2010, Dr. Robert Fleming taught at various institutions in BC and served in administrative roles, including English department Co-chair, Dean of Humanities, and Associate Vice-President Academic. Over his career, he has contributed as a member of several provincial, national, and international post-secondary committees and organizations. His scholarship includes presentations and publications on literature and composition, program development and review, post-secondary policy and systems, and organizational cultures. Dr. Fleming holds Bachelor of Arts and Master of Arts degrees in English from the University of British Columbia, and a Doctorate in Education from Simon Fraser University. He is also a graduate of SFU’s Professional Development Program in Teacher Education.

Dr. Dave Neale
Executive Director, Campus Manitoba

Dr. Neale is a retired VP Academic and professor emeritus of Ambrose University, Calgary. He joined Campus Manitoba in 2012 and has been actively transforming the organization since that time. Campus Manitoba now operates a virtual online learning portal (eCampusManitoba.com) and is building a transfer credit portal scheduled to go live in 2016, as well as other collaborative initiatives within the Manitoba PSE system.
